Catalytic Regulation: Incentivizing Safety During a Regulatory Drought

(Yonathan Arbel – AI Frontiers) In 1959, a midsize Swedish car company did something its competitors thought was myopic, if not reckless. It effectively open-sourced the three-point seat belt, the greatest safety innovation in automotive history. The prevailing industry wisdom at the time was blunt: “Safety doesn’t sell.” Just three years prior, Ford had offered seat belts for a $9 surcharge, as part of its 1956 Lifeguard campaign; despite Robert McNamara’s championing of the program, the safety push failed to give Ford a competitive edge. Henry Ford II reportedly grumbled, as he was dialing back its campaign, “McNamara is selling safety, but Chevrolet is selling cars.” But Volvo was neither myopic nor reckless; in fact, it saw further than any of its competitors. While they competed fiercely for dominance in a race for horsepower, engine efficiency, and design, Volvo could see that consumers cared about safety and reliability, too. The bet paid off: Volvo became one of the most recognized automotive brands in the world. According to Volvo, seat belts have since saved over 1 million lives. American AI needs its Volvo moment. The aim of catalytic regulation is to enable this moment. It is a family of positive incentives designed to channel market forces toward safety. Where traditional regulation works through mandates and penalties (“do this or else”), catalytic regulation works through rewards. Think tax credits for safety R&D, procurement incentives for verified-safe systems, and prestige mechanisms that make safety a competitive Schelling point. The goal is not just to subsidize safety at the AI industry’s margins, although that alone would be worthwhile. How the United States Used Tariff Deals to Weaken Tech Regulation Around the World

This memo served as an opening gesture for lobbying actors that work to reduce export taxes and tariffs, especially those affecting Big Tech companies. A month later, the Computer and Communications Industry Association (CCIA)—an organization that represents tech giants such as Amazon, Apple, Google and Meta—issued a list of priorities for the United States Trade Representative (USTR) on what it called “unfair Foreign Digital Trade Practices.” Each year the group sends comments for the National Trade Estimates Report (NTE). In October 2024, CCIA identified 395 “non tariff barriers” in 54 countries. Chicago’s Amusement Tax Asks Big Tech to Start Paying Its Fair Share

(Jack Bandy – Tech Policy Press) Big Tech companies like Google and Meta have pleaded for years that they are not publishers, like newspapers. Instead, they have argued that they are “neutral infrastructure, not publishers,” protected by Section 230 of the Communications Decency Act, and the “safe harbor” it provides. Now that argument may force them to pay a new tax, and the companies have changed their tune. Chicago’s new amusement tax requires social media businesses with more than 100,000 active users to pay the city 50 cents per month for every active user (not including the first 100,000). Designing transparency for government AI: Insights from the UK’s Algorithmic Transparency Recording Standard initiative

In 2024, GPAI ran a project on Algorithmic transparency in the public sector, led by Juan David Gutierrez from Universidad de los Andes in Colombia and supported by CEIMIA (Centre d’Expertise International de Montréal en Intelligence Artificielle) – one of the three Centres of the GPAI Expert Community. The study reviewed global best practices and featured three case studies from Chile, the European Union and the UK. Services growth puts policy and data at the centre of diversification push

(UNCTAD) Services are rapidly reshaping global trade – and the pace of change is accelerating. For many developing economies, the challenge is no longer whether services matter, but whether policy frameworks are keeping up. Global trade in services has grown by around 5.3% annually over the past decade – faster than goods trade – and now accounts for more than a quarter of total trade. This expansion is driven by digitally deliverable services, including IT, finance and professional services, enabled by rapid digitalization. Yet participation remains highly uneven. Developed economies dominate exports of digitally deliverable services, while many developing and least developed countries remain on the margins. As services become central to value creation, this gap risks widening without targeted policy action. Bridging it requires more than expanding trade. Africa’s AI Strategies Cannot Say No

(Samuel W. Ugwumba – Just Security) African countries are building their AI governance frameworks at remarkable speed. Zimbabwe launched its National AI Strategy on March 14. Ghana’s National AI strategy received cabinet approval in February. Nigeria, Kenya, and Rwanda have all adopted strategies over the past three years. And the African Union’s (AU) Continental AI Strategy was endorsed in July 2024. In every case, the organizing concept is “development.” And in every case, “development” is failing to do the one thing that governance must: protect the people these frameworks claim to serve. This pattern is not new. For decades, foreign companies in Africa have extracted resources—minerals, data, labor—under arrangements that the framework of so-called “development” has classified as partnership. (Joshua Villanueva – Lawfare) On X, a slew of content requires a critical eye. Fake wartime videos swirl around as users are swept up in synthetic, recycled, and misleading war images. A video of a mega-earthquake or a crumbling bridge goes viral. And deepfake footage of politicians and celebrities seems to bend reality. Users, seeking clarity, ask Grok-on-X, “Hey, @Grok is this true?”. When the same service both distributes content and generates an answer about whether that content is real, it raises questions under Section 230—the statute that generally shields online platforms from liability based on third-party content by preventing courts from treating them as the publisher or speaker of that content. In the context of “@Grok is this true?,” is the resulting claim still best analyzed as third-party speech for purposes of Section 230? Or does the platform’s own output become part of the challenged information? This distinction is important because Section 230 was designed for platforms that host or moderate others’ speech. Its main protection covers information “provided by another information content provider.” However, the statute also defines an “information content provider” as any entity responsible, “in whole or in part,” for the “creation or development” of information. The typical case, where a user creates a synthetic image elsewhere and posts it to X, is more straightforward. Cyberattack at French identity document agency may have exposed personal data

The incident affected the website of the National Agency for Secure Documents (ANTS), a government service responsible for processing applications for passports, national identity cards, residence permits and driver’s licenses. Lockheed Martin nabs $105M ground system contract to support next-gen GPS

Northrop Grumman’s Talon IQ testbed hot-swaps AI brains mid-flight
