PAM-CGS Advances Efforts on Urban Resilience and Crisis Preparedness in Cooperation with Feel

3–4 October 2025, Venice, Italy – The Parliamentary Assembly of the Mediterranean (PAM) actively participated and contributed in the event entitled: “F3D – The First Three Days –Urban Resilience in Times of Crisis,” organized by the think tank Feel, in cooperation with the European project Extract, under the High Patronage of the European Parliament and with the patronage of the Parliamentary Assembly of the Mediterranean, the Italian Ministry of Enterprises and Made in Italy, the Ministry of Infrastructure and Transport, the Conference of Regions and Autonomous Provinces, the Veneto Region, the Metropolitan City of Venice, and the Municipality of Venice.

On this occasion, PAM was represented by Mr. Marco Emanuele, Senior Researcher at the PAM Centre for Global Studies (CGS).

The event brought together experts, officials, researchers, and local, national, and international practitioners from national and European institutions, civil protection agencies, local governments, technology innovators, universities, NGOs, and civic organizations. Its objective was to jointly design, together with citizens, concrete solutions to strengthen urban resilience and enhance cities’ capacity to manage the initial stages of crisis situations.

Among the high-level experts presenting the project were Mr. Enrico Gavagnin, Councilor for Participatory Security of the Metropolitan City of Venice, and Mr. Simone De Battisti, Co-Founder of the think tank Feel. The presentation was followed by a Civic Hackathon, during which high school students developed innovative digital and organizational solutions to four major challenges identified by the initiative: citizen engagement, evacuation and reception, biological risks and access to essential resources such as safe water and food, and the protection of critical infrastructures against cyber threats.

Addressing the expert panel, Mr. Emanuele, introduced the CGS report on “CBRNe, Bioterrorism, and Agroterrorism: The Impact on Human Security and Safety,” published in November 2024 in cooperation with the EUR-OPA Major Hazards Agreement of the Council of Europe. The report emphasizes the importance of preparedness, training, and legal frameworks for managing catastrophic crises, and advocates a One Health approach, recognizing the interconnection between human, animal, and environmental health. Mr. Emanuele highlighted how these findings align with PAM’s ongoing efforts to strengthen regional resilience, promote inter-parliamentary cooperation, and ensure that technological innovation, including artificial intelligence, is used responsibly to safeguard human security and critical infrastructure.

In March 2025, PAM President Centemero signed a Memorandum of Understanding (MoU) with Feel, represented by its Co-Founder, Mr. De Battisti. The agreement focuses on advancing GovTech and digital transformation policies across the Euro-Mediterranean and Gulf regions through joint research, policy analysis, stakeholder engagement, and knowledge-sharing initiatives.

The collaboration continued in May 2025, when Mr. De Battisti took part in the Third Edition of the PAM Economic Forum of Marrakesh, highlighting the growing synergy between the two institutions.

Building on this fruitful partnership, PAM will continue to promote sustainable digital innovation, inclusive governance, and resilience across its Member States. //
