PAM-CGS Contributes to the Healthcare Future Summit 2025 in Dubai to Advance Global Health Governance

20–21 October 2025, Dubai, United Arab Emirates – The Parliamentary Assembly of the Mediterranean (PAM), represented by Executive Officials of its International Secretariat and supported by its Centre for Global Studies (CGS), contributed to the Healthcare Future Summit (HFS), convened under the patronage of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the United Arab Emirates, and Chairman of The Executive Council of Dubai.

 

The Healthcare Future Summit is a high-level international platform bringing together government representatives, parliamentarians, international organizations, and healthcare experts to exchange views on the future of global health systems.

 

The Opening Session featured welcome remarks by HE. Prof. Alawi Alsheikh-Ali, Director General of the Dubai Health Authority (DHA), and by Dr. Ramadan Alblooshi, Chairman of the Healthcare Future Summit 2025 and Acting Director of the Public Health Protection Department at the DHA.  The discussions underscored the need for coordinated efforts among governments, international organizations, and experts to strengthen preparedness and prevention capacities at both national and international levels.

 

PAM, intervening at the Opening, recalled its sustained engagement in the field of health resilience, especially during the COVID-19 pandemic. Emphasizing the importance of prevention, PAM reiterated that the One Health approach, which links human, animal, and environmental health, is essential to effectively prevent and respond to future global health threats.

 

Through its Centre for Global Studies, PAM continues to advance research on health resilience and the prevention of transboundary threats. In this regard, PAM-CGS recently published a scientific article entitled “Transboundary Diseases and One Health Approach Implications for Global Health Threats,” which underscores the importance of equipping international policymakers with accurate and timely information to respond effectively to cross-border health challenges, while advocating for an integrated perspective that recognizes the interconnection between human, animal, and environmental health.

 

The Opening Segment was further enriched by Mr. Alan Donnelly, Chairman and Founder of the G20 & G7 Health and Development Partnership. Last June in Geneva, PAM-CGS formalized its cooperation with the initiative through the signing of a Letter of Intent in the presence of Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization (WHO), aimed at fostering synergies in advancing global health governance and policy dialogue.

 

PAM-CGS reaffirms its commitment to advancing health resilience and preparedness as a strategic priority, continuing through its partnerships and research initiatives to promote dialogue and collaboration among parliaments, international organizations, and research institutions, and to contribute to the development of stronger, more inclusive, and sustainable healthcare systems across the Euro-Mediterranean and Gulf regions.

 

For this reason, the next edition of the PAM Parliamentary Economic Forum, to be held in Marrakech on 27-28 March, will also feature a dedicated session on One Health and health-related risks, to discuss strategies on how to translate international commitments into actionable regional plans and concrete legislative initiatives. //
