3 July 2026, San Marino – The Centre for Global Studies of the Parliamentary Assembly of the Mediterranean (PAM-CGS) hosted, at Palazzo Masi in San Marino, a high-level meeting of the Council of Europe – EUROMED Forum, bringing together 20 representatives of the European Centre for Disaster Medicine (CEMEC), the World Health Organization (WHO), the World Organisation for Animal Health (WOAH), the International Committee of the Red Cross (ICRC), and partner academic and institutional organizations from Europe and the Mediterranean region.
The EUROMED Forum represents a high-level platform for strategic dialogue among institutional actors engaged in disaster risk reduction, civil protection, emergency medicine, and international crisis response. The meeting addressed current and emerging priorities in emergency preparedness, health security, civil protection, and international coordination, with a view to further strengthening cooperation mechanisms across the Euro-Mediterranean region.
On the same day, PAM-CGS also hosted at Palazzo Masi a session of the Disaster Medicine Summer School, organized by CEMEC. The session was attended by over 80 students, young professionals, experts, and representatives from Europe, the Americas, and Asia for a series of exchanges with PAM-CGS on disaster preparedness and mitigation, emergency response, and international cooperation.
The discussions provided an important opportunity to highlight the role of PAM diplomacy in supporting effective, coordinated, and science-based responses to complex emergencies, including natural disasters, health crises, and risks affecting civilian populations, such as was the case in Beirut, following the explosion in the port, or the lack of infant formula in Gaza.
PAM-CGS and CEMEC enjoy a long-standing partnership, strengthened by the Memorandum of Understanding signed in 2023, which provides a solid framework for joint activities, research cooperation, expert exchanges, and capacity-building initiatives in key areas of shared priority, including disaster medicine, CBRN preparedness, food security, and health-related emergency response.
Through its Centre for Global Studies, PAM will continue to promote cooperation with CEMEC, the Council of Europe, WHO, WOAH, ICRC, and all relevant partners, in support of stronger regional preparedness, improved emergency response capacities, and enhanced international coordination in the Euro-Mediterranean region and beyond. //
